Where Can I Locate Mugshots for Free?

Under most jurisdictions, pictures of lawbreakers are taken when they get arrested and booked. Such photos are recorded, often alongside other personal details for identification.

The state of Utah passed a bill that changes the rules for releasing mugshots.1 This new law stops law enforcement agencies from publishing booking photos until the person is convicted of their criminal charges — unless the requestor is the victim of the crime. Nonetheless, mugshots of convicts are still available to view.

The sheriff’s office handles the local bookings and corrections — making it a good place to start your mugshot search in Utah County. This is especially helpful if you don’t know the exact location the offense took place.

When a prisoner is under state custody, you can check with the Department of Corrections (DOC) and Department of Public Safety (DPS). Meanwhile, the Federal Bureau of Prisons (BOP) is responsible for federal prisoners.

How To View Utah County Mugshots Without Fees

The Utah County Sheriff’s Office (UCSO) is the agency you should go to when you’re looking for pictures of convicted people. They offer various ways to do so, as covered below.

Jail Roster: You can look up jailed individuals by name, date of arrest, or through the list of current inmates. In the initial results, you’ll see a table listing the inmate’s name, year of birth, booking date, ID number, and status. When you select a name, you’ll see more information about the inmate:

  • Arrest Details (Date, Time, Agency)
  • Booking Details (Date, Time, Booking Number, Release Date [if applicable], Status)
  • Physical Description (Weight, Height, Eye & Hair Colors)
  • Sex
  • Year of Birth
  • Birth Country
  • Case Number
  • Charge Description
  • Bail/Bond Amount

Note that the data in this roster is updated only 24 hours after the person was booked. Also, photos may not always be available for all persons behind bars. If you have booking questions, you can give the Jail Booking Bureau a ring at (801.851.4210).2

Most Wanted Page: Mugshots of the most wanted people in Utah County are displayed on this page with their name, age, and the charges against them.3 If you click the ‘Read More’ button, you will also see their last known address, race, physical description, and the date they were added to the most wanted list.

News Releases: Photos of offenders accompany some of the articles released by the sheriff’s office. However, this method is more suitable if you’re just casually browsing.

Records Request: You can submit a Government Records Access & Management Act (GRAMA) Request to obtain an offender’s mugshot. Address the sheriff’s office as the recipient department and provide the following details:

  • Description of Request
  • Case Number
  • Requestor Information (Name, Phone, Address etc.)

Only images of convicted criminals are available to the public. Although, if you’re the victim of the crime, you can get it — convicted or not.

All jailed individuals within the Utah County Jail have access to programs and services that aim to support them and their loved ones during their incarceration.5

They’ll receive it digitally through their tablet or the jail kiosks. On the other hand, you can receive an inmate call for 21¢ per minute via Securus.

Commissary items can be ordered via JailATM but you can also send money to the inmate so they can purchase food on their own. You can also call (866.394.0490) directly to purchase basic hygiene items.

For bail payments, you can pay online using credit cards. You can do this by searching up the inmate through the booking database. You’ll then find a ‘Pay Bail’ button next to the bail amount, if there’s any.

Track Down Mugshots via Cities Within Utah County

Photographs of law breaking individuals are also available through local police departments. You can find information about recent arrests within a specific city by visiting their respective offices or placing a report request online, if available.

Below are examples of how you can retrieve mugshots from three of the largest cities in Utah County by population and their contact information.

Provo Police Department: Provo, the most populous city within Utah County, has its own police department. Although the department doesn’t make mugshots available online, residents can still submit a police report request.8 You can also call (801.852.6210) or visit their office for further information.

Lehi Police Department: This agency also doesn’t have any means to view police photographs online. However, they allow residents to inspect/get copies of incident reports within city limits. You can drop by their office anytime between 7 AM to 6 PM on Mondays through Thursdays while they are only open until 4 PM on Fridays.

Orem Police Department: Similar to the cities of Provo and Lehi, you can get copies of police reports upon request. It costs about $23. For questions, you can contact the Records Division at (801.229.7209) or [email protected].

How To Look Up State & Federal Prison Mugshots (UT)

The Utah Department of Corrections (UDC) prisoner search tool gives you important data about the individuals under their custody. This tool, however, doesn’t show mugshots.

Instead, you can go to the Utah Department of Public Safety — which maintains the state sex offender registry — to view photos. As it was in its name though, only sexual offenders are found in this resource.

Meanwhile, persons who’ve committed a federal crime are housed in correctional facilities under the Bureau of Prisons (BOP). Even though there isn’t a facility located within Utah, those who face incarceration may still be held in one of their prisons in other states. Although mugshots aren’t available, you can find their custody information through the locator offered by the BOP.

The federal Freedom of Information Act (FOIA) and Utah Government Records Access & Management Act (GRAMA) gives the residents of the state access to public records, including mugshots — though limited by the Utah Code Section 17-22-30.11, 1
